Tucson has around 548,000 residents, making it Arizona's second-largest city and the seat of Pima County. Its rental market looks very different from the Phoenix metro. There is far more older housing stock, a much higher share of small independent landlords, and a student population that turns over every August.
With a small landlord, the accommodation conversation is often more personal and can go either way. Some say yes immediately. Others have never received a request before and react badly simply because they do not know the rules. A clear letter that states a licensed Arizona clinician has evaluated you and confirms a disability-related need, without disclosing your diagnosis, tends to resolve that faster than an argument about the law does.
If you live in a residence hall or university-affiliated apartment, your request goes through the university's Disability Resource Center rather than a leasing office. Campus housing is generally covered by the Fair Housing Act, so the accommodation right applies, but the process is the university's own and the deadlines are real. Documentation is often due weeks before move-in, so start in late spring for a fall semester, not the week you arrive.
Off-campus, the rental blocks around Sam Hughes, West University and the Fourth Avenue corridor are heavily student-occupied and turn over fast. Landlords there are used to pet requests and often have set policies, so ask early rather than after you have signed.

Historic districts are worth flagging: properties in Barrio Viejo and Armory Park sometimes carry preservation restrictions, but those govern the building, not whether you may keep an assistance animal.
An approved assistance animal is exempt from pet fees, not from ordinary animal regulations. Pima County requires dogs to be licensed and vaccinated against rabies, and that requirement applies to your assistance animal like any other dog. Keeping the paperwork current also removes an easy objection from a landlord looking for one.
In May 2026, HUD rescinded its 2020 assistance animal notice and narrowed its own enforcement to animals individually trained to perform disability-related work. The Fair Housing Act itself was not amended, and the Arizona Fair Housing Act still requires reasonable accommodations, enforced by the Arizona Attorney General's Civil Rights Division.
