Renting in Glendale with an assistance animal

Glendale has roughly 261,000 residents and one of the more varied housing stocks in the West Valley. Downtown and Catlin Court hold historic bungalows and small converted properties. The corridors along Bethany Home and Northern carry a lot of mid-century apartment buildings. Arrowhead Ranch and the areas near Westgate are newer and more heavily managed.

That variety matters because it determines who reads your letter. In an older fourplex you are dealing with an owner directly. Near Westgate you are dealing with a leasing office following a corporate policy. The letter is the same either way; the follow-up is not.

Older buildings and the "no pets" clause

Glendale's older rental stock frequently carries blanket no-pet clauses written decades ago and never revisited. A blanket policy does not defeat a reasonable accommodation request, but an owner who has never received one may simply point at the lease and stop there.

The productive response is written and unemotional: state that you are requesting a reasonable accommodation, attach the letter, and ask for a written decision by a specific date. If the answer is still no, the Arizona Attorney General's Civil Rights Division handles state housing complaints and it costs nothing to file.

Event traffic is worth planning around

If you rent near State Farm Stadium or the Westgate district, event days bring heavy traffic, crowds and noise. For a dog that is noise-sensitive, or a handler whose symptoms are aggravated by crowds, that is worth mentioning to your clinician, and worth factoring into where in Glendale you choose to renew.

Around Glendale

We serve tenants in the historic downtown and Catlin Court, Arrowhead Ranch, the Westgate area, Maryland Lakes and the neighbourhoods along Glendale and Peoria Avenues. Maricopa County dog licensing and rabies rules apply to assistance animals as to any dog.

What changed in 2026, and what it means here

In May 2026, HUD rescinded its 2020 assistance animal notice and narrowed its own enforcement to animals individually trained to perform disability-related work. The Fair Housing Act itself was not amended, and the Arizona Fair Housing Act still requires reasonable accommodations, enforced by the Arizona Attorney General's Civil Rights Division. Most requests are still settled at the leasing office rather than through any agency. We explain the change in full on our Arizona ESA laws page, and it is worth reading before you submit.

Glendale ESA letter questions

My Glendale lease says no pets at all. Is that the end of it?

No. A blanket no-pet clause does not by itself defeat a reasonable accommodation request, because an approved assistance animal is not legally a pet. Submit the request in writing with your letter attached and ask for a written decision.

My landlord owns one small building. Do the rules still apply?

In most circumstances yes. There are narrow exemptions in fair housing law for certain very small owner-occupied properties, so if your landlord claims one, that is worth raising with the Arizona Attorney General's Civil Rights Division or a fair housing attorney.

Can I get a letter covering both a dog and a cat?

Yes. The $129 letter covers up to two animals of any domestic species that is reasonable to keep in a home. Three or more animals are covered by the $199 letter, with each one named.

How quickly can I book in Glendale?

Same-day appointments are usually available, seven days a week between 7 AM and 11 PM Arizona time.
