Renting in Surprise with an assistance animal

Surprise has about 175,000 residents and added more than 32,000 people between 2020 and 2025, a 22.5 percent increase and the fastest growth among Arizona's ten largest cities. A city growing that quickly has a lot of new leases being signed by people who have just arrived.

A market still catching up

Rapid growth means many Surprise landlords and community managers are handling assistance animal requests for the first time. That is not hostility, it is inexperience, and it changes what works. A calm written request with a clear letter attached does far more good here than quoting statutes at somebody. Most refusals we hear about in the West Valley come from a manager who genuinely did not know the difference between a pet and an assistance animal.

Age-restricted communities

Surprise has substantial 55+ housing, including Sun City Grand. As in Mesa, these communities have their own covenants and their own boards, and pet provisions are often stricter than a standard lease. Those rules do not override a valid accommodation request, but decisions come from a board on a meeting schedule rather than from a manager on the spot. What changed in 2026, and what it means here

In May 2026, HUD rescinded its 2020 assistance animal notice and narrowed its own enforcement to animals individually trained to perform disability-related work. The Fair Housing Act itself was not amended, and the Arizona Fair Housing Act still requires reasonable accommodations, enforced by the Arizona Attorney General's Civil Rights Division. Surprise ESA letter questions

My Surprise landlord has never had this request before. How should I approach it?

Keep it short, written and factual: state that you are requesting a reasonable accommodation, attach the letter, and ask for a written decision. Most first-time refusals in the West Valley come from unfamiliarity rather than from an actual objection.

Can Sun City Grand or another 55+ community refuse my animal?

Age-restricted communities are still housing and fair housing rules apply, so a blanket pet policy does not automatically defeat a request. Expect the decision to come from a board on its meeting schedule.

Do you serve the newer parts of Surprise?

Yes, the whole city and the surrounding West Valley. Everything happens online, so a newer development toward Waddell is served exactly the same as central Surprise.

What happens if I am not approved?
