Tempe has around 191,000 permanent residents and one of the largest student populations in the country at Arizona State University. The rental market reflects that: dense purpose-built student apartments, a heavy August turnover, and per-bedroom leases that complicate anything unusual.
If you live in university housing, your assistance animal request goes to ASU's Student Accessibility and Inclusive Learning Services rather than to a housing office or a landlord. Campus residence halls are generally covered by the Fair Housing Act, so the accommodation right applies, but the university runs its own process with its own deadlines.
Those deadlines are typically well before move-in. If you want an animal with you in the fall, begin in spring. Requests submitted in August routinely miss the cycle, and that is a scheduling problem rather than a legal one, which means no amount of documentation fixes it after the fact.
Much of Tempe's private student housing is leased by the bedroom, with roommates assigned. That raises a question nothing else in Arizona raises as often: your accommodation affects people you did not choose to live with. Property managers here are generally experienced with it and will usually work with room assignments. Requesting early gives them room to do that; requesting the week before classes does not.

In May 2026, HUD rescinded its 2020 assistance animal notice and narrowed its own enforcement to animals individually trained to perform disability-related work.
