Renting in Tempe with an assistance animal

Tempe has around 191,000 permanent residents and one of the largest student populations in the country at Arizona State University. The rental market reflects that: dense purpose-built student apartments, a heavy August turnover, and per-bedroom leases that complicate anything unusual.

ASU housing goes through the DRC

If you live in university housing, your assistance animal request goes to ASU's Student Accessibility and Inclusive Learning Services rather than to a housing office or a landlord. Campus residence halls are generally covered by the Fair Housing Act, so the accommodation right applies, but the university runs its own process with its own deadlines.

Those deadlines are typically well before move-in. If you want an animal with you in the fall, begin in spring. Requests submitted in August routinely miss the cycle, and that is a scheduling problem rather than a legal one, which means no amount of documentation fixes it after the fact.

Per-bedroom leases in private student housing

Much of Tempe's private student housing is leased by the bedroom, with roommates assigned. That raises a question nothing else in Arizona raises as often: your accommodation affects people you did not choose to live with. Property managers here are generally experienced with it and will usually work with room assignments. Requesting early gives them room to do that; requesting the week before classes does not.

Around Tempe

We serve tenants along Mill Avenue and the downtown core, the neighbourhoods around Tempe Town Lake, Maple-Ash, Escalante, south Tempe toward Warner and Elliot, and the apartment corridors near Rural and Apache. Maricopa County dog licensing and rabies rules apply to assistance animals as to any dog.

What changed in 2026, and what it means here

In May 2026, HUD rescinded its 2020 assistance animal notice and narrowed its own enforcement to animals individually trained to perform disability-related work. The Fair Housing Act itself was not amended, and the Arizona Fair Housing Act still requires reasonable accommodations, enforced by the Arizona Attorney General's Civil Rights Division. Most requests are still settled at the leasing office rather than through any agency. We explain the change in full on our Arizona ESA laws page, and it is worth reading before you submit.

Tempe ESA letter questions

How do I get an assistance animal approved in ASU housing?

Submit through ASU's accessibility services office rather than the housing office, with documentation from a licensed provider. Deadlines usually fall well before move-in, so start in spring for a fall semester.

I have roommates assigned by the property. Does that block my request?

Not by itself. Tempe property managers are used to per-bedroom leases and will usually work with room assignments, but they need time to do it. Request as early as you can rather than just before term starts.

Is an ESA letter valid for off-campus student housing in Tempe?

Yes. Private student apartments are ordinary rental housing, so the reasonable accommodation process applies as it would anywhere else in Arizona.

Can I bring my emotional support animal onto ASU campus buildings?

No. An accommodation for university housing does not create general campus access. In Arizona, only task-trained service animals have public access rights, and emotional support is expressly excluded from "work or tasks" under A.R.S. § 11-1024.
