Renting in Scottsdale with an assistance animal

Scottsdale has about 243,000 residents and a rental market weighted toward higher-end apartments, luxury condominiums and HOA-governed homes. The practical consequence for an assistance animal request is that the paperwork here is more elaborate than in most Arizona cities.

Detailed covenants, detailed responses

Leases and community covenants in Scottsdale, particularly in North Scottsdale and around the resort corridors, tend to spell out pet provisions in considerable detail: species, weight, the number of animals, where they may be exercised, which entrances they may use. Some communities also require animal registration with the association.

A general request tends to bounce off documents like that. What works is a letter that names your animals specifically and confirms the disability-related need clearly, submitted with a written request that cites the accommodation you actually want. If your community asks you to register the animal with the association for identification, that is usually a reasonable administrative step, provided it is not tied to a fee for an approved assistance animal.

Seasonal and short-term rentals

Scottsdale has an unusually high concentration of seasonal and short-term rentals. Fair housing accommodation duties are built around dwellings, and a genuinely short-term holiday booking is not the same as a tenancy. What changed in 2026, and what it means here

In May 2026, HUD rescinded its 2020 assistance animal notice and narrowed its own enforcement to animals individually trained to perform disability-related work. Scottsdale ESA letter questions

My Scottsdale HOA wants me to register my animal with the association. Is that allowed?

Requiring identification or registration for an approved assistance animal is usually a reasonable administrative step, so long as no fee is attached and the requirement is not used to delay or discourage the accommodation.

Does a weight limit in my lease apply to my assistance animal?

A weight cap does not automatically defeat a reasonable accommodation request. A refusal has to be based on the individual animal, such as actual behaviour posing a direct threat, not on a general size rule.

I rent seasonally in Scottsdale. Will a letter still help?

If you hold a lease for the season, yes. A short holiday booking is a different situation from a tenancy, so describe your arrangement during the consultation and your clinician will tell you honestly whether the letter fits.

How many animals can one Scottsdale letter cover?

Up to two on the $129 letter, or three or more on the $199 letter with each animal named individually. Naming them matters when a community covenant is specific.
